yes, postprocessing actions can be found at mulletgod, which is what i'm using for a lot of these. cheap cheap! but nothing i would sell so i don't feel bad.
i think most of these are "vintage gold" which is increasing contrast, changing the hue slightly, and making a vignette (this part is most important and i haven't figured out how to do it on my own). there are tons of steps but i think those sum it up. he does appropriate photoshop things, like create background copies and layers for each effect, etc.
